Most newer PGWP applications need language proof
IRCC says applicants who apply for a PGWP on or after 1 November 2024 must provide proof of English or French language skills, except eligible flight-school graduates. Applicants who submitted before that date are not subject to this new language requirement.
Language is only one PGWP requirement. Program eligibility, study-program rules, timing and field-of-study requirements can also matter, so do not treat a qualifying language result as complete PGWP eligibility.
University programs generally use CLB 7
IRCC requires CLB 7 in all four English abilities for graduates of bachelor’s, master’s and doctoral degree programs. The same CLB 7 threshold applies to graduates from other university programs.

Train to the individual ability threshold
A PGWP language threshold is about all four abilities, so an IELTS overall band can hide a weak section. Convert the individual results first, then work on the section below the required CLB.
